HPCL ex-official charged with graft

New Delhi: The CBI has filed a charge sheet against former Oil Sector Officers Association (OSOA) convener and Hindustan Petroleum Corporation employee Ashok Singh and one of his colleagues for alleged corruption and abuse of official position.

The CBI filed the charge sheet against Singh, who was the then chief regional manager at HPCL’s Vashi office in Mumbai, and station manager Shishir Kumar Dubey for allegedly manipulating petrol pump meter readings and misappropriating funds between 2004 and 2007.

The charge sheet was filed in a CBI court in Mumbai “to take cognisance of the offences under Sections 120B read with 420 of IPC and under Section 13(2) read with 13(1)(d) of the Prevention of Corruption Act, 1988”.

The agency said in the charge sheet that Dubey allegedly entered into a criminal conspiracy with Singh to misappropriate funds by “manipulating ‘dip readings’, resulting in reporting of lower stock loss and mismatch between derived sales quantities and nozzle sales”.

It also charged the two with alleged misuse of fleet cards facility by not collecting the amount in cash from select customers and misappropriation by fictitious swipes. Singh was dismissed from service by HPCL in March last year.
